Abstract

In this paper, we propose an enhanced Analytic Hierarchy Process (AHP) method for a group decision support system (GDSS) to assist in evaluation processes for tender evaluation as a case study. The enhanced AHP method used is the guided ranked AHP (GRAHP). GRAHP is a technique where decision matrix tables are automatically filled in. However, decision makers (DMs) can still alter these values and follow the given guidelines in order to improve the consistency of the decision matrix table items. This process is transparent to DMs where the degree of data inconsistency is visible to them. GRAHP is combined into a generic DSS to form a flexible and robust GDSS framework. This framework gives freedom to its users in terms of choosing suitable guided scales for decision tables, choosing the group leader and members, and providing ranking to the evaluation criteria. The applicability of this framework is then tested via a generic DSS developed by the authors where GDSS is one of its elements.
