Many higher education institutions which implementing e-Learning systems in delivering their course content struggle to make informed decisions within investing in new e-Learning software technologies. The organizations especially Information Systems Department need to introduce a systematic evaluation process such as its procedure, standards and guidelines before investment decisions have been made. Traditionally, this process has been done manually with the group of e-Learning systems evaluator gathering in a single meeting room and evaluates the target products on paper. This approach is expensive in terms of travelling, scheduling, pre-meeting and post-meeting. However, with the facilities and benefits offered by the current internet infrastructures and web technologies, we are strongly believes that the evaluation process of e-Learning systems should be reengineered in order to increase the flexibility, overcome the problems of cost allocations and fully computer supported. Hence, this paper introduces a new procedure framework and life cycle of evaluation process which could be suited in a virtual collaborative environment. Furthermore, the relationship between participants and their tasks in evaluation process will be established and configured. Based on this proposed framework, a practical web-based tool will be developed in order to achieve the efficient and effective collaborative management in e-Learning systems evaluation process. Finally, the future works and issues in virtual e-Learning system evaluation process will be discussed.
